The Bill (Reg. №4663) suggested by the People´s Deputies, S. Mishchenko, V. Shvets, Yu. Prokopchuk envisages strict determining of the procedure of the permission obtaining for the secret entering, obtaining information the connection channels, implementation of the control for the correspondence, telephone conversations etc. acc0rding to which any body that is going to conduct such measures is supposed to appeal to the court with the address approved by prosecutor. After that the court must check the grounds for the operative-technical measures implementation and impossibility to obtain information by another way.
The authors of the bill argued the necessity of the bill adoption by the necessity to adjust it to Constitution of Ukraine, in particular, item 3 of the article 121concerning the prosecutor authorities during the supervision of the law keeping during the operative-investigative activity.
The Members of the committee upheld the bill as the realization of its norms in case of adoption let the improvement of the constitutional rights of the citizen protection.
